Issue Focus: Energy

Overview

Energy use during the preparatory process and the Forum week comes from many different needs, the major ones being transport, heating/cooling, equipment and machinery.

The Green Forum Initiative is looking at each of these energy uses to identify means of reducing them and to find ways of offsetting the related CO2 emissions.

Preparatory Process

Transport

In order to prepare the many components of the 5th World Water Forum, the Secretariat staff travels to preparatory process and other meetings within and outside Turkey. Within Turkey, this can include road, rail, and air travel. Travel outside Turkey usually requires air travel.

Air travels are being monitored and the related CO2 emissions are being tabulated. A plan on how to deal with offsetting these emissions will be formulated.

Heating/Cooling, Lighting

Meeting Venues: In November 2007, February 2008 and March 2008, preparatory meetings were held in Istanbul for the programme and political processes. Because the GFI had not fully commenced activities at the time of these meetings, it cannot report on the heating/cooling techniques used at the meeting venues. However, it can be reported that each venue did use compact fluorescent lighting extensively. Motion detection was also used in low-traffic areas.

The Secretariat Offices in Kücük Çamlıca, Istanbul have windows that can open in addition to individual air heating/cooling units in each office. Staff members are encouraged to privilege opening the windows in order to keep air conditioning use to a minimum. Large windows allow sufficient daylighting such that the compact fluorescent lighting is normally not needed.

Equipment and Machinery

Secretariat Offices: The photocopiers in the Secretariat Offices are EnergyStar compliant. Four Hewlett-Packard laser printers are in use and are also EnergyStar compliant. Secretariat workers all use laptop computers, which require less electricity to operate than desktop computers with monitors.

Forum Week

Transport

Buses and Boats: During the week of the Forum, participants will be circulating throughout the city, to and from the Forum venue - the Sütlüce Cultural Centre. To facilitate access to the venue, approximately 90 natural gas powered buses will be scheduled to regularly stop at the Forum-related hotels and take passengers to the ferry docks where they will board shuttle boats to travel to the venue. This system should remove a significant amount of traffic from the already crowded Istanbul roadways.

Public transportation passes: Participants will also receive a pass for Istanbul's public transportation system in their registration packages.

Bus access at the Forum venue is facilitated by an off-ramp from the main roadway. Parking space is limited so forum activities will depend on public transit and boat access for the majority of participants.

Transportation to Istanbul: Registered participants receive an email confirming their registration after their payment has been made. In this email participants are encouraged to offset the CO2 emissions arising from their travel to Istanbul using reputable offsetting companies. Links to 3 web sites have been given.

Heating/Cooling, Lighting in the Sütlüce Cultural Centre

During a tour of the Forum venue, the following information on the heating/cooling and lighting system was obtained:

  • Building Automation Systems (BAS) other wise known as ‘Intelligent building’ systems are integrated. BAS core functionality keeps the building climate within a specified range, provides lighting based on an occupancy schedule, and monitors system performance and device failures and provides email and/or text notifications to building engineering staff. The BAS functionality reduces building energy and maintenance costs when compared to a non-controlled building.
  • Energy is saved by ‘intelligently’ measuring the needed amount of heating and cooling required based on occupancy; spaces are monitored in zones as sensors feedback information to the computer system. Building lighting is automated based on occupancy and daylighting levels.
  • Daylighting has been used extensively in entry hallways. This daylighting has been achieved using reflective and insulated glazing (glass) which allows a balance of natural lighting combined with minimal heat gain in the interior space. This reduces the amount of cooling energy required.
  • In the entry halls and main circulation passages, lighting levels are monitored to maintain a specific level. If daylighting is good, the artificial lighting is automatically turned off.
  • Artificial lighting is achieved with compact fluorescent T5 lighting. They are equipped with electronic ballasts. They are dimmable.
  • Lighting in low-traffic areas is all motion detected.
  • Glazing is used to separate main entry hall from meeting spaces – enabling zone climate control.
  • Meeting room windows are double-glazed for energy saving. They can open for natural ventilation in cooler months.
  • Heated ‘waste’ air from the building is released into the parkhouse underneath the building to eliminate the need for heating this space.
  • Natural gas is used for boilers, heating.
  • A series of smaller boilers are being used (as opposed to one large boiler that always needs to be heated) so that heating can be done in a modular way on an as-needed basis, thus reducing energy use. Heating is achieved with a dual system of natural gas and electricity.

Equipment and Machinery

  • Kitchen and office equipment is low-energy rated (A or A+, where applicable).
